P13-S26 post-acceptance reconciliation: the two documents held back 

Separated from eddf6e9 on S16's precedent: the execution commit carries only
touch-table paths, and the tracking documents are reconciled once the rung is
accepted.

CLAUDE.md's Green baseline moves 1583 -> 1586 and gains the suite count, 43. It
is now the single origin for BOTH figures, and the entry says why they can move
independently: P13-S26 added three tests in one new file, so the suite count
moved with the test count. A rung that only adds tests moves one figure. That
distinction was implicit before and is the kind of thing a reader reconciles
against on arrival.

The handoff continues not to restate the count -- the discipline S16 introduced
after the figure was kept in three places and went stale in all three -- and its
open-candidate paragraph now says so explicitly for the count of open rows too,
rather than carrying a tally that the next filing staleness. It records S16 and
S26 as landed, names S29 and S30 as filed by S26's execution, and notes
amendment 3 open against S26's own pin 4a.

Verified after editing, not before: 43 suites, 1586 passed, 0 failed, 0 ignored.
