add TECHNICAL.md engineering roadmap

Phase 0 (C-enabling pipeline work) → Phase 1 (Paper C clinical
validation) → Phase 2 (open-source release + Paper A), with Track 2
(clinical platform) as a contingent side track. Mirrors RESEARCH.md but
for engineering scope rather than methodology.
